PA Small Business Assistance: COVID-19 Working Capital Access Program (CWCA)

Governor Tom Wolf announced that new funding is available to help small businesses impacted by the novel coronavirus, COVID-19, through a new program under the Pennsylvania Industrial Development Authority’s (PIDA) Small Business First Fund, the COVID-19 Working Capital Access Program (CWCA). 

The Commonwealth Financing Authority (CFA) recently authorized the transfer of $40 million to the Small Business First Fund for CWCA. PIDA authorized making $60 million available to provide loans of $100,000 or less to for-profit businesses with 100 or fewer full-time employees. PEMA Guidance for First Responders / EMS: How to request more Personal Protective Equipment (PPE) from PA DOH

The following are guidelines from PEMA for professional first responders / EMS.  Resource requests are to be reserved for critical medical needs for facilities testing, treating or transporting those with possible or confirmed COVID-19 cases, and all other requests are discouraged at this time.

  • All organizations must first have taken every step possible to acquire PPE through their traditional sourcing methods and their regional Healthcare Coalition (HCC).
  • There must be a critical need, meaning that the PPE is required for continued operations, not for future planning initiatives.
  • Providers should request specific PPE models that align with current facility practice but may receive different PPE requiring just in time training or fit testing.
  • Only if all these criteria are met - then requests may be forwarded through your county Emergency Management Agency as a Resource Request.

Pennsylvania Extends Personal Income Tax Return Filing Deadline to July 15, 2020

The Pennsylvania Department of Revenue announced the deadline for taxpayers to file their 2019 Pennsylvania personal income tax returns is extended to July 15, 2020. This means taxpayers will have an additional 90 days to file from the original deadline of April 15.  The Internal Revenue Service also extended the federal filing deadline to July 15, 2020.  For more information from the Pennsylvania Department of Reveune, visit, where you can find free tax forms and instructions.

Unemployment Compensation

Allegheny County Updates

The Allegheny County Health Department (ACHD) provides a resource page for all health department links on COVID-19.  Allegheny County also recommends residents sign up for Allegheny Alerts at and to subscribe for COVID-19 alerts under the categories of Health Department/Health & Environment.  ACHD provides a daily update at 11 a.m. via Allegheny Alerts and additional notifications as information becomes available.
